On October 30, 2018, the expanded meeting of the 3rd Council and the 4th Executive Council of the 3rd China Certification and Accreditation Association were held in Beijing. Liu Weijun, Director of the Certification Supervision and Administration Department of the State Administration for Market Regulation, and Zhu Guangpei, President of the China Certification and Accreditation Association, attended the meeting and delivered speeches. Changsheng Fei, Executive Vice President and Secretary of the Association, gave a work report and financial report. The meeting released the "2017 Certification Institution Development Report", and Dong Deshan, Deputy Secretary General of the China Certification and Accreditation Association, gave a key explanation of the report.
This council meeting, organized by the China Certification and Accreditation Association (hereinafter referred to as the "Association"), is of great significance as it follows the completion of institutional reform by the State Administration for Market Regulation and the establishment of a new management pattern for certification, accreditation, inspection and testing work. It is also an important period for the certification, accreditation, inspection and testing industry to make great efforts to address certification chaos. The main task of the meeting is to fully implement the spirit of the National Symposium on Market Supervision Work, as well as the new requirements of the State Administration for Market Regulation for market supervision work, summarize industry development experience, analyze the new requirements of market supervision work for the development of the certification and accreditation industry, clarify the situation, unify thinking, and deploy the next stage of work.
Liu Weijun, Director of the Certification and Supervision Department of the State Administration for Market Regulation, conveyed the congratulations of Tang Jun, Deputy Director of the State Administration for Market Regulation, on this meeting, fully affirmed the work of the association, and thanked all the directors, executive director units, and members for their important contributions to the certification, accreditation, inspection and testing industry.
Liu Weijun fully affirmed the work achievements of the China Certification and Accreditation Association in recent years, stating that the association has made great progress in industry governance and self-discipline; In terms of technological support and leadership, the association has provided tremendous support for the development of the industry; In terms of institutional brand building, the association has played a positive role in the social impact and brand building of certification institutions through industry self-discipline and a series of actions; The association has always actively protected the rights and interests of its members, fully leveraging its role as a bridge and link; The association has played a strong regulatory role in certifying personnel by using strong measures and practical tactics.
Liu Weijun believes that currently, quality certification should focus on the following five aspects: firstly, increasing the intensity of reform, including certification body admission reform, approval reform, and other aspects; Secondly, to enhance the supply level of certification; Thirdly, standardize the certification market; Fourthly, cultivate the service industry; The fifth is to improve the working mechanism.
Liu Weijun put forward three requirements for the next step of the association's work: first, we must strike hard at the chaos of certification; Secondly, greater efforts should be made to promote reform; Thirdly, the association should fully leverage its role as a driving force to promote the development, growth, and strengthening of the industry.
He pointed out that certification bodies should have a sense of responsibility, integrity, service, brand, and awe, be dedicated and trustworthy, and be the protagonists of the certification industry.
Zhu Guangpei, President of the China Certification and Accreditation Association, put forward three opinions in his speech: firstly, to adapt to the requirements of the new leadership organs and the new ideas of certification, accreditation, inspection and testing work, and to plan the reform and development of the association based on the overall market supervision work; Secondly, we need to leverage our own functions, promote internal reforms, and actively implement new practices for the development of certification and accreditation industry organizations; Thirdly, we must comply with the development requirements of the new era and strive to build an excellent industry organization that is certified and recognized. Zhu Guangpei stated that more than ten years of exploration and practice have shown that the association can achieve good results in the construction of industry organizations. The association should aim for the higher goal of building excellent industry organizations and persistently deepen its efforts. He pointed out that in the near future and in the near future, the association should focus on the following key tasks: firstly, resolutely governing the chaos of certification without being soft handed; Secondly, we must persist in exploring and leading development without slackening; Thirdly, we must adhere to democratic governance and rule of law in organizing meetings without deviating from the norm; The fourth is to adhere to the construction of the team without relaxing; Fifth, we must unwaveringly uphold the leadership of the Party。
Changsheng Fei, Executive Vice President and Secretary of China Certification and Accreditation Association, presented a work report and financial report. He reviewed the work achievements of the China Certification and Accreditation Association since its establishment in the report, analyzed the functions and requirements of market supervision after the completion of government institutional reform and the establishment of a unified national market supervision system, as well as new requirements for certification and accreditation work. At the same time, he proposed the direction and focus of the association's work in the next stage.
Shengfei has issued a report on the special governance action for the integrity and standardized practice of certified personnel by the association. The association actively implements the work deployment of Tang Jun, Deputy Director of the State Administration for Market Regulation, to "crack down on certification chaos with heavy handed measures", focusing on certification institutions, fields, and regions with frequent problems and strong industry feedback, and carrying out inspection actions. At the same time, the association issued a notice to carry out a special governance action on the integrity and standardized practice of certified personnel, and carried out a survey work throughout the industry.
Sheng Fei pointed out that the new era has provided more and better development opportunities for the industry. The central government's requirements for the reform and development of social organizations have put forward new tasks for us, and the development of market supervision and certification, accreditation, inspection and testing work has put forward new requirements for us. For the current and future period of work, Shengfei proposes five work ideas: firstly, to take strong measures to control the chaos of certification and become the main force in the certification market governance; Secondly, both technology and ethics should be emphasized, and the certification personnel's abilities should be continuously improved; The third is to continuously enhance the industry governance capability and continuously improve it in the practice of industry governance; The fourth is innovative breakthroughs, leading the development of the industry with new measures; The fifth is continuous reform to enhance the association's own capabilities. Sheng Fei stated that the association will keep in mind its mission, seize opportunities, adapt to the development trend, actively reform and seek change, strive for innovation, and do a good job in the new era, new situation, and new tasks.
The conference released the "2017 Certification Body Development Report", which is based on objective data and accurately reflects the development status of certification bodies in China. The report also helps industry institutions to analyze and compare their strengths, identify their shortcomings, and clarify the direction of improvement and efforts. The association hopes that the evaluation results can become a compass for the development of the certification industry and a beacon for leading the development of certification agencies. Dong Deshan, Deputy Secretary General of the China Certification and Accreditation Association, emphasized in the report that the association will persist in using evaluation as an important means to serve the development of the certification industry in the long run.
The meeting carefully discussed and reviewed the work report of the association, and voted on the two proposals of "Regulations on the Management of Dishonesty of Certification Bodies and Certification Personnel (Draft)" and "Regarding the Supplement of Executive Directors", both of which were passed.
In the afternoon, representatives were divided into 5 groups for discussion and exchange. The atmosphere at the discussion site was lively and active. During the process, representatives actively spoke up and put forward insightful opinions, and the meeting achieved the expected results.
Xu Defeng, Deputy Secretary General of China Certification and Accreditation Association, summarized the meeting. He said that the key nodes and important content of this meeting are accurate in topic selection, clear in tasks, and correct in direction, fully reflecting the spirit of democratic and lawful governance of the meeting. Regarding the specific suggestions and business issues raised by the representatives during the discussion, Xu Defeng stated that the association will carefully study and refer to them after the meeting. Based on the suggestions of the representatives, the association will make great efforts to carry out its work in the following areas: first, adhere to strict investigation, strict control, and strict governance; Secondly, we will study new measures and methods in industry governance, support the strong and the strong, and build an atmosphere of "abiding by laws and regulations smoothly, and breaking laws and regulations is difficult to move forward" throughout the industry. We will improve the basic rules of market competition, formulate and form more good measures and mechanisms; Thirdly, we will accelerate the establishment of institutional mechanisms to enhance the capabilities of certification personnel, focusing on the construction of certification professional discipline systems, certification personnel training systems, and certification personnel scientific evaluation systems, and striving to promote related work; The fourth is to adhere to relying on the strength of the entire industry and the vast number of members, to run the association democratically and govern it according to law. The association will build more platforms to provide institutional members with more opportunities to participate in industry development and construction, forming a development pattern of collective efforts and strategies.
